Most Vargas paintings are watercolor paintings, and from my research I'm only aware of 2 other earlier works by Vargas that were done with oil on canvas. I'm not sure who the model was for this painting, but from photo comparisons I believe it could either be his wife Anna Mae Clift or a very young Shelly Winters.
